What Is the Singapore Employment Pass?
The Employment Pass (EP) is Singapore's main work visa for foreign professionals, managers, executives, and specialists. Issued by the Ministry of Manpower (MOM), it allows eligible foreigners to live and work in Singapore for a fixed term — typically 2 years for a first-time EP, and up to 3 years on renewal.
The EP is distinct from the S Pass (for mid-skilled workers) and the Work Permit (for semi-skilled workers). If you're a professional with a university degree or specialised skills, the EP is most likely the pass you need.
Who Is Eligible?
To qualify for an Employment Pass, you generally need to meet these criteria:
- Job offer from a Singapore employer: Your employer applies on your behalf — you cannot self-apply as an individual.
- Minimum salary threshold: As of recent updates, the qualifying salary for most sectors is at least SGD 5,000 per month. For the financial services sector, the threshold is higher. Older applicants are expected to earn more, reflecting their experience level.
- Acceptable qualifications: A recognised university degree, professional qualifications, or strong specialist skills. MOM evaluates qualifications holistically.
- COMPASS framework compliance: Since September 2023, EP applications are assessed under the Complementarity Assessment Framework (COMPASS), a points-based system evaluating salary benchmarks, educational qualifications, diversity contribution, and skills alignment.
Understanding COMPASS
COMPASS scores applicants across four foundational criteria and two bonus criteria:
| Criterion | Points Available |
|---|---|
| Salary relative to peers in same occupation | Up to 20 |
| Qualifications | Up to 20 |
| Nationality diversity of employer's workforce | Up to 20 |
| Local employment support (PMET ratio) | Up to 20 |
| Bonus: Skills in shortage occupations | Up to 10 |
| Bonus: Strategic economic priorities | Up to 10 |
A minimum score of 40 points is required to pass. Applications with very high salaries (above a defined threshold) may be exempt from COMPASS.
How to Apply: Step by Step
- Receive a job offer from a Singapore-registered company.
- Employer submits the application via MOM's EP Online portal (employers and authorised employment agents can apply on your behalf).
- Processing time: Typically 3 weeks for online applications. Complex cases may take longer.
- In-principle approval (IPA): If approved, you receive an IPA letter, which allows you to enter Singapore to complete formalities.
- Register your EP: Once in Singapore, you'll need to get your fingerprints and photo taken at a MOM Service Centre, and your EP card will be issued.
Bringing Your Family to Singapore
EP holders earning above a certain monthly salary threshold may bring their spouse and children on Dependant's Passes, and parents on Long-Term Visit Passes. Dependant's Pass holders may apply separately for their own right to work in Singapore.
EP to Permanent Residency
Many EP holders eventually apply for Singapore Permanent Residency (PR). While there is no fixed timeline or guaranteed path, EP holders who have lived and worked in Singapore for several years, contributed to CPF (Central Provident Fund), and have family ties or strong professional records are generally in a stronger position to apply. PR applications are evaluated by the Immigration and Checkpoints Authority (ICA) on a case-by-case basis.
Key Tips for EP Applicants
- Ensure your qualifications are from recognised institutions — MOM uses its own assessment framework.
- Keep copies of all educational certificates and transcripts — they may be requested during processing.
- Your employer's track record matters — companies with strong local hiring ratios tend to have smoother EP approvals.
- Use MOM's Self-Assessment Tool (SAT) before applying to get a preliminary indication of eligibility.
